The Re-Move must penetrate the adhesive layer. After 20 minutes, check whether the Re-Move has penetrated. If this is the case, the rest can be applied to the surface. If this is not the case, see if the top layer can be stripped off. Also, first, strip the top layer separately from the bottom layer. The under layer can be removed with Re-Move. If the wallpaper cannot be stripped, apply a second layer. If that does not penetrate, the surface must be lightly sanded. Leave the remover for 20 minutes and allow it to soak. Pull the track from top to bottom of the wall and remove all the wallpaper off the wall. Remove the adhesive residue from the wall with a flat iron or spatula.
